Setup & the Wall
Breaking the Wall & Dealing
A dice roll tells East where to open ("break") the wall; dealing then proceeds around the table from that point.
East rolls the dice and counts around the table and into their own wall to find the break point. From there, tiles are dealt to each player until everyone except East has 13 tiles and East has 14.
Example
If the dice total lands on East's own wall, East counts that many stacks in from the right-hand end to find where dealing starts.
